THIS 11-acre, low-lying, treeless outpost is, ironically, devoted simultaneously to preservation and destruction. On the one hand, it is a naval aircraft bombing target; on the other hand, it is a wildlife refuge managed by the Shoals Marine Laboratory. The island is home to large colonies of cormorants and gulls, and access is restricted. Leave it for the birds... and other sitting ducks.
