The billl addresses discharge from commercial passenger vessels that carry more that 50 passengers and less than 250 and large commercial passenger vessels that carry more than 250 in the following two definitions:
Commercial passenger vessel.__"Commercial passenger
vessel" means a vessel that carries passengers for hire except
that "commercial passenger vessel" does not include a vessel
that:
A.__Is authorized to carry fewer than 50 passengers;
B.__Does not provide overnight accommodations for at least
50 passengers for hire, determined with reference to the
number of lower berths; or
C.__Is operated by the United States or a foreign
government.
Large commercial passenger vessel.__"Large commercial
passenger vessel" means a commercial passenger vessel that
provides overnight accommodations for 250 or more passengers
for hire, determined with reference to the number of lower
berths.
