Curtis,
I just read about the proposal requiring all boats to have a naval architect's seal of approval and your reply. I concur with your reply. I also want to add, extending your train of thought, that this proposal endorses the safety of any vessel designed by credential-carrying individuals. This is like saying a design of a bicycle can be so approved.
The many variables, other than design, responsible for a vessel's safety; construction, fitting out, or operator's use, for example make this endorsement meaningless. Even if a design meets a certain criteria, whatever it may be, the design for one application could be used for another, less appropriate application.
While I appreciate the advancements and contributions naval architects and engineers continue to make every day, my dad was one, this sounds like a vehicle for insurance companies to legalize their shirking of responsibility to pay for damages due to sinking.
