The author of the e-mail followed it up with this:

Something else he mentioned about this particular race was that one of the course buoys was placed almost on top of one of the most crowded (with lobster gear) ledges in the area (Upper Clapboard, possibly?), where the chances of entaglement are about the worst in the inner bay. He just doesn't understand (and who could?) why "they" do the things they do. Course placement, though, would seem to be something that could be managed by those who make such decisions---if they really cared about their participants and, oh yeah, others who use the bay....
